Seb Derm Vs Atopic Eczema?

I don't have any dandruff or flaking, just furious itching.
All of the seb derm remedies tried; ketoconazole, zinc, coal tar shampoos have not worked or have left me with an irritated scalp. Might it be eczema?
Is there any difference?

Thank you for your reply.
I've used Head & Shoulders and virtually every other medicated shampoo out there to no avail. I've seen two dermatologists who only recommended medicated shampoos or steroids. I know this is not a long term solution.
At this point I will do anything to stop the itching.
I read that tamanu oil is effective. Do you know anything about this?
